- Install 3 MB IP connection from hospital network to Internet service telephony provider (ITSP) with end-to-end QOS
- Provision SIP trunks on 3MB connection
- Port most DIDs and numbers from clinics to SIP service
- Route all long distance calling over SIP trunks
- Route most inbound/outbound calling over SIP trunks
- Terminate all but two PRI services
